That's Ultimo Dragon in his new mask. It looks oddly familiar to me. Some say it looks like Shark Boy's. I think it's more a play on Hallowicked's and the rest of the Spectral Envoy. It's too bad Chikara went under, because he'd be a great addition to Mantis' army, wouldn't he?
